My Toshiba windows 98se Laptop Is fine (Working fine after USB Problem now fixed) i cannot find a Suitable free Anti virus Program that does not Slow it down i have already tried:
1.Avast
2.AVG

Unfortunately, the nature of AV software is that it checks every accessed file, as a result it will inevitably slow down your PC to an extent. I have found AVG to give the least impact, however you mention that this slows it down too much. You could try tidying up your hard drive and defragmenting it, it could help although realistically not by much.
