With the introduction of User Access Controls in Vista and carried over to Windows 7 starting a command prompt like we did in XP (Start - Run cmd <enter>) no longer gives full access to the OS. In Vista and Windows 7 click start and type cmd in the search box, then holding ctrl and shift hit enter and it will start in admin mode, prompting you to run it as such.
