I've been trying to find ways to fix this, but the problem persists.

Having read up what this dll does it's gonna be a bit hard to fix. Cos it creates rounded corners or such like for programs, so any programs, which require these graphical properties won't open. Including Firefox, grr, luckily IE can.
You see I've downloaded replacement DLLs, but they're in zipped format and the unzipper programs i have won't open because of the broken dll.

I did a sfc scan, but after taking an age to complete it didn't give any results or anything, it just disappeared.

Any help? I can't live with this broken dll

Oh and I did try and open regedit, but that wouldn't open either

What version of Windows are you running?

I'm running Windows XP and also have a copy in C:\Windows\ServicePackFiles\i386 check your system. You could try copying the file and overwriting your original in C:\Windows\System32
