I assume you just want a shortcut on your desktop to Facebook. To do this do the following:
Arrow Right click on a blank part of the desktop
Arrow Highlight New then click on Shortcut
Arrow Type in the URL you want the shortcut to go to: http://www.facebook.com/
Arrow OK the window

You should now have a shortcut on your desktop that opens Facebook in your default browser.

At what point does it fail?

Also, what browser are you using? IE, Firefox, Chrome....?

download and run this repair tool for shortcuts and let us know if things change

http://www.winhelponline.com/fileasso/lnkfix_vista.zip

you'll have to save it to your desktop, unzip it and then right click on the unzipped program and select either "merge" or "run" (depending on what the menu says)
