explorer fails to restart after nusb33 install on win98

after installing nusb33e driver and attempting to restart, my computer displayed an ms-dos window with 'explorer' in the title bar, superimposed by an error window saying there is insufficient conventional memory to run explorer. clicking 'ok' to this window produces no further action, the desktop does not load etc.
trying to start in safe mode produces the same result, apart from a window advising against running ms-dos based programs of such size before the failure to load notification due to insufficient memory.
it looks like explorer is trying to be run in an ms-dos shell.

What happens after a reboot? Can you give me the exact error message if there is one.
