I wish to format a cd but do not want to pay for the software. I do not have internet access and use library computers where you cannot download. Can I buy preformatted cds

I've never come across preformatted CDs, however if the PC has the software (and hardware) to write to the disks, it should also have the facility to format them.

In my experience library PC's allow download of files/programs etc, but not installation.

I have downloaded several app's and used a USB flash drive to save them.

Though if I remember correctly, there is a problem with accessing the drive.
If you go to the start menu 'My Computer' isn't there! So you have to right click on desktop - I think? Just try different options.

What version of Windows are you using. Windows XP and later has built in support for formatting CD-RW, although it will not be readable in other PC's unless the CD is finalised. Personally I avoid CD-RW's like the plague. Is using a USB flash drive not an option?
