There is a updated version of Maximus Decim's generic mass storage device drivers for Windows 98 - nusb23e. They can be downloaded from here:

Version 2.4 of the Generic USB Mass Storage Drivers, nusb24e.exe, is now available in both English and Russian (nusb24r.exe). These drivers include support for Apple iPods.

Version 3.0 of the Generic Windows 98SE Mass Storage Drivers, nusb30e.exe, is now available in English, Russian (nusb30r.exe) and Czech (nusb30cs.exe). These now include USB 2.0 drivers.

Changes from version 2.4:
Arrow Added universal USB 2.0 stack (for VIA, nVidia, Intel, ATI/AMD, ALi/ULi, SiS, Nec) with uninstall
Arrow Removed USB FDD support
Arrow New USBSTOR.SYS (5.0.2195.6655 - Windows 2000SP4)
Arrow Added CnMemory USB device

Version 3.1.1 English is now available as an update (nusb311e_upd.exe)

This update gives USB floppy disk drive support.

Note: You must have nusb31e.exe installed before you run this update!

We have now added drivers for Windows 98 First Edition. These are currently in Beta, however they have been tested and appear to be stable. Please be aware that installing Beta software can be risky, however if you need to get USB flash drives working on Win98FE, then here is a chance!
