I'm a total idiot when it comes to things of this nature so any help would be appreciated. My pc comes on and gets to the screen where it says 'windows was not shut down properly' and then gives me the options to start in safe mode, last known good configuration, start normally etc but when no matter what option i choose the pc then just restarts.

What should i do??

could be one of many things causing this

corrupt hard drive
faulty hard drive
virus
failed component

however usually its a virus
my response to problems like this is to boot the machine with a "live" CD such as ViatePE or BARTPE, and then manually restore an old registry. Then follow that by manually deleting all temporary / temporary internet / prefetch files. Then go through the individual profiles and program file listings looking for "wrong" entries
After that reboot to safe mode, and then start scanning with a whole batch of cleaner tools.

Thats probably too much for most people. In view of what you say about your skills, its probably time to call in professional help

You could try doing a manual system restore

Before starting Widows press F8 and select "last configuration that works". I think it may work. If not then reinstall the windows.
