I'm using WinXP, is it necessary to install a third party firewall like ZoneAlarm with the built -in firewall?

No, the built in firewall is sufficient for most users. ZoneAlarm is good, but unnecessary unless you need it's advanced features.

Say there's a rogue program that has infected my computer and it has been blocked by ZoneAlarm and prevented from "calling home".
Will the rogue program be able to call home through a legitimate program, say Firefox?

I suppose that is technically possible, however it would have to be clever enough to hijack that program. Whilst possible, this would be unlikely.
